Founded as a city on the 22nd of Daedalan, 623 years after the fall of the Seleucarian Empire, Targossas is the city of Good. Nicknamed the Dawnspear, its foundations were laid by the Bloodswon Gods Themselves as They embedded the legendary Sword of Dunamis into the bank of the Zaphar River, creating by Their Divine will the Silverveil River, running east below Delos past the newly formed archipelago that made up the city as it stands today.
Presided over by the Conclave of the Dawn, the government of Targossas is yet unknown, only the Dawnlord currently appointed. The city is, as Shallam was before it, a theocracy, its citizens trusting to their Gods to guide and to lead them.

- Silverbright Square, in the centre of Brighthold, the largest island of the archipelago.
- The Heart of Dawn, the massive ziggurat erected as a council building on the eastern side of Brighthold.
- The Beladan Metalworks, the industrial centre of the city, complete with forge, locksmith, brickyard.
- Champions' Bridge at the entrance to the city, where stand statues of many of Good's greatest military figures.

Survivors of Shallam
- the Dawnguard headed by Enran, who stands guard over the city's tanks. Naxian mistweavers, Riverwall bow-maidens, Blackstone swordsmen (who are in fact generally women), Shornwall defenders and Duskmere brawlers are stationed at various posts throughout the city, while Corporal Cazin stands at his post in the Targossian barracks, with Jaydus standing guard on the ramparts of the Riverwall.
- Jamian, a young dwarf, a survivor of Shallam who has set up a new bait shop on Shornwall.
- Caliphan, the Scribe Master, who now finds his home in the Heart of Dawn along with the former Luminai scribe Cenys.
- Oghma, the museum curator, who found his way from the boats that left Shallam to the Lyceum in Cyrene and there to the Terrace of the Dawn.
- the lovers Camilla Prietta and Rudolpho Montagenet, who linger before the Temple to Deucalion.
- Kaela, the sculptor, who set up shop in on Brighthold near to the Aviary.
- Diella, who runs the bar on Shornwall, The Salvaged Spirit.
- Zalas, Herald of Light, Marhisa, Priestess of Virtue, Lady Talarna, and Sir Gladius, all of whom stand before the Heart of Dawn.

Facilities
The facilities of Targossas are primarily found on the government isle of Brighthold, in the centre of the city.
- The Archival Conservatory - newsroom located on the western end of the isle.
- A radiant aviary - post office located south of the newsroom.
- The Targossian Treasury - bank, located on the lower terrace of the Heart of Dawn.
- A smoke-filled smithyard - forge, located in the Beladan Metalworks.
- The locksmith of Targossas - locksmith (currently closed) also in the Beladadan Metalworks.
