Every city-state in Achaea is presided over by a city leader who is head of a ruling council consisting of five to seven adventurers, the leader included. The city leader also manages the city ministries, which manage day-to-day affairs of a functioning city, and answers to the city's Divine Patron.

- Cyrene: Imperial Chancellor, who is a member of a council of Senators
- Eleusis: Speaker, who is a member of a council of Hierophants
- Hashan: Seneschal, who is a member of a council of Regents
