A city-state, often referred to as just a "city", is an area that is governed by a group of adventurers along with the help of a Divine patron. The option to formally become a citizen of a city-state was offered to adventurers in the year 193 AF, with Ashtan and Shallam(later destroyed) being the first two formal cities. Hashan followed soon after, with Cyrene, Mhaldor, Eleusis, and finally Targossas joining the political scene. Political Administrator Chanakya tracks and records changes to city government.
