Orb of Confinement

The Orb of Confinement is a city improvement provided to a city by its Ministry of Development. This particular improvement, when activated, stops people from rising to the skies through various means of flying, including the artefacts Eagle's wings and Atavian's wings. A city may only have one of this type of improvement at a time.
