A City is a political and military organisation. Wars have been known to erupt between the cities on the content of sapience.

Sapience's first two cities were Ashtan and Shallam. The third eldest city to be built was Hashan, followed by Cyrene, Eleusis, then Mhaldor. The option to formally become a citizen was offered to adventurers in the year 193 AF.
