The Orb of Confinement is a city improvement provided through the Ministry of Development. This particular improvement, when activated, prevents people from rising to the skies through various means of flying, including the eagle's wings and Atavian wings artefacts. A city may only have one of this type of improvement at any time. The landmark also has a smaller version for private home improvement, the Orb of Minor Confinement.
