Covenant Stormcrow (born Scarlatan 15, 222 AF) was a Human Sentinel. In 324 AF, he codified Eleusis's laws as a formal city-state, becoming its first Speaker and its official founder. Covenant also served as the guildmaster of the Sentinels for over 100 years. Today, a statue bearing his likeness stands at Central Hall in Eleusis as a testament to his role in the establishment of the city.
