Sorceress of the Seas is a powerful water elemental from the plane of water. After being summoned by the Aldar Dekalb, she was lost to the sea.
In an unknown year, she sank the Margam, captained by the Captain Horald.

It seems that the reference was referring to the village of Ka'doloki of which was hidden the horn of tides.
