The Ashtani Ingram Cairo was a close friend of Davis Kephry and main chronicler of the Sapient League's siege of Seleucar. Called "the Watcher" by Parni deSangre, it is primarily through Cairo's book Last Man Standing that the details leading up to the fall of the Seleucarian Empire became known to the modern world.
