Set of wraith shackles

A set of wraith shackles is a Mhaldor-themed artefact device which can be clapped onto an adventurer to temporarily, but severely slow their rate of movement. Once the shackles fall off they are not useable for another five minutes and the previously affected person is immune from shackling for a further thirty seconds.
