Harbourmaster Khelwyn is the master of the docks of Targossas. A stern man with a commanding expression, his attire is as plain and utilitarian as those of the other dockworkers. A leather belt encircles his waist, laden with a variety of tools with which he uses to survey the sea-worthiness of the ships of the Dawnspear.
He is the manager of Khelwyn's Stock 'n Shot on the isle of Shornwall.
