Intricately plotted chart

An intricately plotted chart (shortname: guardchart) is a tool of the general and intelligence-gatherer. Studying the strategic chart tells whether its bearer is within range of any nearby city guards who might respond to calls for help. Naturally, it only works in cities. It has a significant balance cost to use and can be used whilst flying or phased.
