Scintillating icicle

A scintillating icicle (short name: icicle) looks and feels like an ordinary icicle. The only special bit about it is that it may be smashed upon the ground in order to freeze the ground, much like a magi with Elementalism can, or someone wearing Bracers of Frost. The artefact resets to its owner after about one (1) Achaean day.
