Dawlish

Dawlish is a young atavian boy who serves as Targossas's town crier. A former child thief from Sirocco, the one-handed child was taken in by citizens of the Dawspera, clothed and fed. Dutifully standing by to sound the alarm should intruders threaten his new home, Dawlish is a proud young man, and is quick to inform you that he takes orders only from the Lumarchs and the Dawnlord.
