Undo revision 45770 by Eoka (talk) City libraries are indeed considered 'libraries', permissions of a library are the basis if a library is valid or not. As repeated elsewhere, it is a violation of IRE policy to block a player's submissions from the Wiki. Do not undo work based on personal opinion, only do so of if you have explicit approval from the administration.
(City libraries are not considered public due to the ability to restrict access via permissions and enemy status. The Athanaeum retains its status as the largest public library.)
