That's not right. Didn't Istani mages start everywhere, not spread out from Ashtan? Also your "respectively" part is hard to follow because you give 6 guard types for 5 cities. If all the cities have them, they've all been dispersed to serve in all city-states, each group developing their own unique garb and personality as appropriate to the culture, although they have Istani origins, blah blah... take some creative liberties.
