If all the cities have them, they've all been dispersed to serve in all city-states, each group developing their own unique garb and personality as appropriate to the culture, although they have Istani origins, blah blah... take some creative liberties. If all the cities have them, they've all been dispersed to serve in all city-states, each group developing their own unique garb and personality as appropriate to the culture, although they have Istani origins, blah blah... take some creative liberties.
