An intricately plotted chart (shortname: guardchart) is a tool of the general and intelligence-gatherer. It depicts twists, turns, streets, and stops of any city layout. Studying the strategic chart tells whether its bearer is within range of any nearby city guards who might respond to calls for help. Naturally, it only works in cities. It has a significant balance cost to use (about 5.5 seconds) but can be used whilst flying or phased.
