A scintillating icicle looks and feels like an ordinary icicle. The only special bit about it is that it may be smashed upon the ground in order to freeze the ground, much like a magi with Elementalism can, or someone wearing Bracers of Frost. The artefact resets to its owner after about one Achaean day.
