The Citadel of Light was created by the Te'Serra from the former Holy Church of Achaea, and its members are appointed by Them to both serve and lead the Jewel of the East.
Little is known of the organisation itself, outside of the devout piety that is required of its inhabitants and the ideals of which it follows: Order, Light, and Good.
