::I think that was in reference to the fact Ashtan was the first and only city at the beginning of the game. We can adjust it to reflect game history over the actual course of events though. - By saying exactly that but in IC form. If all the cities have them, they've all been dispersed to serve in all city-states, each group developing their own unique garb and personality as appropriate to the culture, although they have Istani origins, blah blah... take some creative liberties.
