Ystehr, Minister of Education is a bureaucratic wraith charged with overseeing teaching and proper distribution of instructional materials. Her incorporeal form is as of a lanky schoolmarm, but formed of smoky tendrils and puffs of air, and her gaze is a stern one that brooks no nonsense. She always bears a sheaf of disorganised papers and like her colleagues always wears a midnight silk robe, edged in green.
