This action shall only exist after the House has taken reasonable attempt to resolve the matter with the Citizen concerned.  When the request concerns a Plebian or Equite the approval of one Archon is required.  When the request concerns Citizens at the rank of Centurion or higher the approval of at least four Archons is required.
