Cierva, the Diplomat is a wraith-like envoy of the council, taking up office in the fog-wreathed Foreign Affairs Department of the Air plane. Negotiation is her trade and the halls of the coterie are a natural environment for it. About her ethereal neck are strung several opulent necklaces of silver and gold, and like her fellow ministers, she wears a heavy midnight-hued robe, hers hemmed with golden thread.
