Cearull Thorrand was once a lowly footpad in the Petran military during the days Batlin Karrella ruled, but he rose to the position of village taxman, collecting food and payment from the farm villagers of Petra on behalf of the new ruler, Strowan Adarsh. He was also infamous for his sarcastic attitude and lack of respect toward women.
