Asmerl

Ledger ever in hand, Asmerl, Minister of Trade, is a humanoid wraith who controls the administration of industry and trade goods. The routine flows of leaflets and papers marking exports and imports to the Air plane go through his office, an occupation which he oversees with apparent boredom and disgust. Like his fellow bureaucrats the man is heavily robed in midnight-hued silk, his trimmed in blue.
