Zarathustran eagle

The Zarathustran Eagle is the current city guardian of Ashtan, having replaced the Guardian of Chaos as Ashtan shifted further away from Chaos and more towards the ideals of freedom. It has the ability to fly, which is somewhat unusual for city guardians, but is also a bit weaker as a result.
