Shallam's ruling council is comprised of seven Viziers, five appointed by the Houses and two publicly elected. Out of the seven Viziers, one is selected by the [[Te'Serran Alliance]] to lead the city as Caliph. The Caliph can be appointed or removed only by the Te'Serra.
Shallam's government is presided over by the Citadel of Light, from which all of its officials come.
