The Sailor's Decree is an artefact parchment sold in Delos bearing the wax seal of Captain Maelstrom and five crucial signatures; the marks of a ferrywoman, a shipwright, a sailor, a harbourmaster, and a mariner. It allows the owner to change their Seafaring specialisation at will.
