Created by the Te'Serra from the former Holy Church of Achaea, the Citadel of Light is an organisation dedicated to Order, Light, and Good. Its members are devout followers of the Te'Serran Gods, appointed by Them to serve both Them and lead the Jewel of the East.

Little is known of the organisation itself or the emerald structure within the city-state of Shallam that houses it beyond the devout piety required for membership.
