Artaius

Emperor Artaius, the philosopher-king of Seleucar, reigned a great many years after the War of the Deeps. He tried to reconcile Ashtan's standpoint on the importance of secular strength with Shallam's belief in the need for devotion to a higher power. While his viewpoints were accepted publicly, the two city-states' hatred of each other loomed always on the horizon.
