The guideline about OOC comments seems to be related to not adding commentary about an article in the article itself, but keeping talk to talk channels. Is it intended to be a rule against having articles relating to useful OOC information? None of the wiki or the process wiki editing is really "In Character" per se

There are several potentially very useful pages such as [[Newbie Guide]] that are in fact written with an "OOC" perspective. Could this guideline be updated to remove the potentially confusing term "OOC" if it's meant to just be guidance to use the talk pages. If it is meant to be a content restriction, could what the borders of information are be defined a bit?
