In that case, the article is irrelevant. It was linked from the Subdivisions article, and actually wants a description of the subdivision of Hashan. If you're able, you can edit the page to reflect this. To prevent this from happening in the future, check the "What links here" page that is on the toolbox to the left sidebar.
