CYRENIAN POLICY AND LAW
This collection of Policies and Law are not inclusive, but are so that citizen and non-citizen alike might find easy assess to them, and hopefully make everyone aware so they dont unknowingly break them. Please refer the Twelve Tables for more information.

1. Disrespect - In accordance with the precepts laid out in The Twelve Tables and in CHELP RESPECT, the Senate believes that the greatest crime one citizen can do to another is to disrespect each other. They wish to ensure that our City Channel remains an open avenue of communication, a place where everyone feels comfortable going to when seeking friendly banter or discussions in general.
Profanity, insulting words, and/or derogatory statements on the City Channel will not be tolerated. Please READNEWS CYRENE 998 for a detailed explanation.
2. Skill use - As stated in Tables VI and IX of The Twelve Tables, the use of offensive skills or attacks outside of self-defense situations, even in jest, is illegal in this city. See CHELP SKILLUSE for a more detailed breakdown of precisely what is and is not illegal.
3. Theft and robbery - Theft and/or robbery is an severe offence, even when it occurs outside the city walls, and will be punished in accordance with the Anti-Theft Treaty, to which Cyrene is signatory. READNEWS CYRENE 1427 for the full text of the treaty.
4. Pikes - No pikes allowed within city limits or within 2 rooms of the city. (No pikes: Road through a carved tunnel, Tunnel bend. Pikes allowed from Nearing the mouth of the tunnel outward.)
5. Graffiti - Not allowed within city boundaries except for special occasions and only with the express permission of the Senate.
6. Totems - Totems in all public rooms (including shop fronts) within Cyrene may only be tuned as follows: against enemies of the City of Cyrene, for members of the City of Cyrene.
Totems in private rooms, including stockrooms, may be tuned against personal enemies and for personal allies.
7. Harvesting - Harvesting within the city limits is restricted to citizens of Cyrene, no special permissions needed. Harvesting within the city limits by non-citizens without special permission by the Imperiate is considered an offense and punishable.
Cyrene forestals are encouraged to utilize last harvest and notify the Imperiate via message of any non-citizens harvesting.
8. Gleam - Possession, public usage and sale of gleam is forbidden. See CHELP GLEAM for more details.
9. Pennons - The only pennons authorized to be placed in the streets of Cyrene are those that belong to, and have been officially placed by the city. All other pennons, including personal pennons, are not to be placed upon our streets or in public buildings.
House pennons may be placed at or near the entrance to the applicable house, upon consultation and acceptance from either the Security or a Senator. All Cyrene houses are pre-approved to have one pennon each at the Cyrene gates.
Shop owners can be authorized to place personal pennons within them, as long as they are aligned with Cyrene values. Personal pennons are authorized for placement upon the pennon owner's land in the subdivision, as long as they are aligned with Cyrene.
Destroying any pennons other than one's own personal property is forbidden and considered theft. In such case that an unauthorized pennon within the city needs to be destroyed, it is the express responsibility of the Senate, MoS and MoW. Theft fines/sentences will be used for transgressions of this policy.
All pennons placed within Cyrene must be registered with the Minister of Security.
10. Icons - Attacking icons belonging to Cyrenian houses and attacking citizens within local icon areas are both considered enemiable offences upon request of said house leadership.
11. Traps - Setting up and using traps in Cyrene's limits is against the city's laws with three exceptions/conditions.
Traps come from the Woodlore skillset and may attack anyone on a personal enemy list of the trap user's. The effects of traps vary, from throwing someone out or hitting them with venoms. Like totems, they may be permanent and stationary. Unlike totems, they cannot be tuned for and against organizations' allies/enemies.
The three conditions to being lawfully able to use traps in the city are:
1) Cyrene City Guard Members who ARE approved by the Minister of Security may temporarily use traps in assistance of the defense of Cyrene. Approved CCG members may assemble the traps at the request of a Captain, Senator, or the MoS during a time of emergency or problem. The traps will have to be immediately disassembled after the emergency passes. The CCG members who do this MUST ensure no one is on their personal Enemies list other than city enemies during this trap-setting.
2) Shop Owners:
A. Only Catapult Traps are allowed in shop fronts, providing the following conditions are met:
1. They must be set to eject that person into the street. 2. They must be set to act only against someone going in a down direction (i.e. into the storeroom).
B. Other traps may be built in the stockroom (not the shop front or other public areas). The shopowner is responsible to ensure their personal enemy list does not include innocents and that their stockroom is closed/private as not to injure anyone.
In Both Cases:
A. The shopowner must notify the Chancellor of their intention to put in a trap defence, including type and location, and must affirm that they will ensure that the enemies list of the trap setter is acceptable (see below).
B. The shop owner/trap setter must agree to report any problems or difficulties with the trap to the Chancellor and Imperiate, so the policy may be evaluated.
C. The shop owner/trapsetter must ensure no one is on their personal Enemies list other than city enemies while the trap is active, and clear the list immediately after arena events. Members of the city and CCG should not at risk to be hit by this trap. (However, uninvited access into a shop storeroom is grounds for enemying outside of reponding to a theft of said shop.)
3) Homeowners may place their own traps in their homes in the city's subdivision. Like shopowners, they are responsible for their personal enemy list and must make sure the house is closed and safe from public access. If the doors are open/unlocked and a non-city-enemy gets hit by the trap, it is a violation of the traps, city skillsuse and other relevant policies.
Again, in all those conditions, NO members of the Cyrene City Guard or city may be on the personal enemy list of any trap-user. This is in case a city enemy invades and the guards have to respond. No traps should be harming them while they do their job.
CONSEQUENCES FOR VIOLATIONS:
FOR CITIZENS: Falls under the Skilluse Policy
NOTE: This policy does not cover intentional violence towards another citizen with malacious intent, which is grounds for ousting and enemying.
FOR NON-CITIZENS: Falls under Attack/Murder (Allies will receive education and warning first, as will those who set a trap in Cyrene but it is discovered before it impacts anyone negatively.)
NOTE: If MoS requests someone to set a trap, it is their responsibility to ensure the trap is dismantled properly and that the ally is aware of our policy if not a citizen of Cyrene. If traps are not dismantled, the matter will be investigated and addressed as appropriate to the situation. If it is malicious or done outside of these parameters, they are enemied. However, in the case of allies, the MoS is responsible to request traps, and to ensure that whoever is asked to do it knows the need to dismantle and that they are dismantled. If an ally fails to dismantle more than twice even with education and warning, that person's CCG status would be under review.
City Sentences This document details the sentences enacted for transgression of the city's policies. See CHELP CITYPOLICIES for a more detailed description of the policies.
Habitual criminals may be made permanent enemies of Cyrene by majority vote of the Senate.

Gleam usage and sale
Punishments for citizen and noncitizen public use:
- 1st offence: Education, and asked to remove themselves from town or public view, and given a verbal warning.
- 2nd offence: 10k fine. Citizens will also serve three days community service and write an essay on the dangers of Gleam use. Non-citizens will be enemied until fine is paid.
- 3rd offence: 25k fine. Citizens will also receive a CDF. Non-citizens will be enemied until fine is paid.
- 4th offense: 50k fine and four years enemy.
Punishments for shopowners selling gleam:
- 1st offence: Education and 10k fine. Shop(s) will be closed until the fine is paid and Gleam removed from stock. Non-Citizens will be warned. Citizens will also need to write an essay on the dangers of Gleam use.
- 2nd offense: 25k fine. Shops will be closed until the fine is paid and Gleam removed from stock. Non-citizens will be enemied only until fine is paid. Citizens will serve 3 days community service and also receive a CDF.
- 3rd offense: 50k fine and enemied 4 years. Shops will be seized by the City (with no monetary recourse due to owners).
Explaination of Enemy status (Taken from old chelp enemypolicy)
Regular enemy status - Same as the majority of our enemies, a time limit and fine are applied and once all conditions are met, the person should be unenemied. This should be automatic.
Indefinite enemy status - There is no time limit applied to such and it will require a Senate vote for a person to be removed from this status, as well as all fines paid. Exceptions can be made as in the case of Aistas fine, as long as a majority Senate is in agreement.
Permanent enemy status - Those who are assessed with this status will bepermanent, without exception and should only apply to cases of treason, oathbreaking (HMs must send request), and severe habitual criminals. This designation should be used sparingly and only in the most extreme of cases, as there will be no reversal allowed, ever. Majority vote of Senate required in all cases.
Note - If Permanent enemy status is not asked for by the HM on Oathbreaking and the person is placed as Indefinite, the HM must still be consulted prior to ever being unenemied.
Cyrenian Gleam Policy
This section contains the rules that Citizens and Non-citizens must follow while in Cyrene and the consequences if these rules are ignored.
1. Gleam use is forbidden at all times by any person in the Cyrene Ruling Council, Ministries, including Aides, and CCG members. Use will result in removal from position immediately, no questions asked.
2. No public use or withdrawal.
a. First offense: Education and asked to remove themselves from town or public view and given a verbal warning.
b. Second offense: 10k fine. Citizens will also serve three days community service and write essay on dangers of Gleam use. Non-citizens will be enemied until fine is paid.
c. Third offense: 25k fine. Citizens will also receive a CDF. Non-citizens will be enemied until fine is paid.
d. Fourth offense: 50k fine and four years enemy.
3. No trafficking of gleam in Cyrene, period, by individual or by store.
a. First offense: Education and 10k fine. Shops will be closed until fine paid and Gleam removed from stock. Non-Citizens will be warned. Citizens will also need to write an essay on the dangers of Gleam use.
b. Second offense: 25k fine. Shops will be closed until fine is paid and Gleam is removed from stock. Non-citizens will be enemied only until fine is paid. Citizens will serve 3 days community service and also receive a CDF.
c. Third offense: 50k fine and enemied 4 years. Shops will be seized by the City (with no monetary recourse due to owners).
Pennon Policy

Guild pennons may be placed at or near the entrance to the applicable guildhall, upon consultation and acceptance from either the Minister of Security or a Senator.

- First Offense - Payment for removal means (Sigils, etc)
- Second Offense - 1500 gold fine, plus cost of removal
- Subsequent Offenses - 2000 gold fine, plus cost of removal
Anti-Theft Treaty
The ATT Treaty is no longer in effect, cancelled by mutal agreement between Shallam and Cyrene.
Skills Use in Cyrene
As is stated in the city's founding principles in Table VI and Table IX of The Twelve Tables, using offensive skills or attacks outside of self-defense situations, even in jest, is illegal in this city.
Citizens are free to engage in legitimate testing of their skills within the city limits, but in private settings only. Public areas like streets, shops, or any other area involving public traffic are off limits. Use your house, your house hall (if allowed), or some room where you can control who can and cannot enter. Citizens and guests should be free to wander the city without having to worry about wandering into a brawl.
PARAMETERS OF LEGISTIMATE SKILL TESTING
1. Legitimate testing is not sparring. The appropriate place for full-out sparring or mutual attacks in the spirit of besting your 'opponent' or proving your mettle is, obviously, the arena.
2. Legitimate testing is not hitting unsuspecting citizens, mounts,loyals or pets without consent.
3. Legitimate testing does not involve the use of potentially lethal skills, even with consent - whether it be dangerous due to the nature of instant kill attacks or the fact that the target may not have adequate health to withstand the force of an attack.
4. Legitimate testing is not equivalent to using your skills in jest, which is expressly forbidden within our Twelve Tables. Legitimate testing is, in fact, the serious study of a particular skill or set of skills in a particular situation, with the goal of increasing knowledge of offensive or defensive skills for one or both parties.
Further, citizens are responsible for ensuring that their activities remain private and are conducted responsibly and with full consent of all involved. That means if there are any complaints from someone just standing in the room, wandering in, or, in particular, if someone dies, then the involved parties will be punished accordingly. Accident or no, being responsible means being safe and ensuring no one is going to be hurt by your activities. If in doubt, be safe and use the Arena.
For now, we think we can avoid designating specific areas for testing and rely on the maturity of citizens to exercise due caution and restraint. However, should this policy by abused or insufficient, more restrictive measures will be put in place.
CONSEQUENCES FOR VIOLATIONS
A. Non-Aggressive, Non-Lethal Testing or Jests
- First Offense - Warning/Education
- Second Offense - Citydisfavour
- Third Offense - 25K fine, payable to the City of Cyrene. Refusal to pay will result in ousting.
- Fourth and Final Offense - Outcitizening of person.
B. Serious Attacks or Murder
If someone is killed for -any- reason other than immediate self-defense or attacks someone in the heat of anger or aggression, more severe consequences are reserved and will be instituted by the ruling council as deemed warranted upon completion of an assessment of the situation, including possible immediate ousting of said individual.
NOTE: Noncitizens are requested to respect this policy. Those who violate it will be subject to consequence, depending on the nature of the situation. Such consequences may include education, requests to cease and desist, formal warnings, requested to leave the city and/or enemying at the discretion of the individual responsible for the investigation.

The following rules and guidelines have been established to ensure that profanity, insulting words, and/or derogatory statements dont reach the city channel.
For a more detailed explanation please refer to Cyrene post 998.
First Offense - the person will receive a Citydisfavour.
- This will constitute your first warning.
Second Offense - the person will receive an extremely hefty fine of 25k, to be made payable to the City of Cyrene. Refusal to pay the fine will result in outcitizening.
Third and final offense - outcitizening of person.

Incitizening
1. Determine the person's class. Should it be restricted, direct them to apply. Should it be an open class, send those aged 18-21 to Indalecio.
2. For those aged 22-25, determine any past and present loyalties. If there is anything of even minor controversy, direct them to apply.
3. Ask on CT if there are any objections to the person's citizenship. Should there be serious objections, message the ambassador with it/them, and direct the person to apply.
4. Ensure the individual has read the Twelve Tables and has no questions or qualms about anything.
5. Recite the oath of citizenship, as found below.
6. CITIZEN (person)
7. Explain the use of CT and announce the person on CT.
8. Request that the new person read CHELP WELCOME and all the scrolls mentioned therein. Of particular important are issues regarding respect and anti-theft.
9. Before they go, be sure that the youngster has the opportunity to ask any questions or voice any concerns. Also remind them that helpful people are always found on HELP CYRENE.
CITIZENSHIP POLICY
General Procedure
- All those over the age of 25 who wish to become citizens of Cyrene must be referred to the Ambassador or a Senator. Those who are between 22 and 25, but found to have a controversial background or class, must also be referred.
- People aged 21 and under may join Cyrene through Indalecio, providing they are not of a limited class or non-Cyrenian house. Those with class or house concerns may be directed to apply.
- Cyrene considers loyalty to be of utmost importance, and it should never be a passing thing. As such, the decision to quit the city is not to be taken lightly and will be a primary consideration in the case of future applications to rejoin the city. Furthermore, those who have previously belonged to Cyrene and subsequently left Cyrene three times will not be readmitted to her citizenry for a minimum period of thirty years. If after such period, a person wishes to rejoin the city, they are welcome to apply. Such person acknowledges that priod citizenships (and therein also abandonments) will be very seriously considered along with their application. For each citizenship after three, a thirty years' lapse between is a requirement.
- A letter of application is required for every applicant over the age of 25 years, addressed to the Ambassador. Each letter should fully address the questions listed on page 9 of Cyrene Policy and Law, and answer any questions raised. If the application is incomplete or raises
additional questions that are not answered adequately, an interview with the Ambassador or a senator will become necessary. Interviews are also available for those unable to complete letters.
- The Ambassador will review the application and determine whether the individual is cleared for citizenship, in need of an interview, or requiring a formal Senate vote, posting the application letter and determination to the Senate board and ensuring Project 4 is updated. (see below for general criteria for such determinations) If in doubt, the Ambassador will consult with the Senate.
- In all cases requiring a vote, two letters of recommendations from citizens will be required (as directed below), and posted to the Senate board.
LETTERS OF RECOMMENDATION
A. A citizen is eligible to write a letter of recommendation if they:
- Have been a citizen for five years or more
- Are NOT an ambassador's aide, Senator, or the ambassador
- Have not yet written two letters of recommendation during the same year
- Are familiar with the applicant's history and current lifestyle
- Truly feel the person belongs in Cyrene--citizens, please do not write letters you are not sure of.
Also note that only one of the two letters of recommendation required for each applicant may be from a close family member.
B. Letters of recommendation should respond to the following questions:
- How long, and in what way, have you known the applicant? Did you know the person before they chose to join Cyrene?
- Are you familiar with the applicant's history? How does this information affect your view on that person?
- Do you have any concerns, however small, about the applicant's dedication to the Cyrene ethos? (CHELP ETHOS). Please note that concerns you have will not automatically disqualify the person--only help the Senate to assess.
- Describe the applicant's general attitude and behaviour.
- If the person is a shaman or occultist by class, do you feel they will be able to properly balance their skills with Cyrene's ethos?
- When you think of the journeys this person will be taking over the next few years, do you feel confident of where they are headed?
- What should we know about the applicant that does not fit easily into the other questions? This is your chance to really speak your mind.
- What is your name? Unsigned letters may be thrown out.
Answer all questions honestly.
- Names of those individuals who are in the process of petitioning for citizenship will be posted to a Projects group (Project 4) to allow for citizen comments and tracking purposes. The petitioner's name and relevant Senate Post Numbers will be included as part of that entry.
- Referendums for incitizening will be at the Senate's discretion.
CRITERIA FOR CITIZENSHIP
Orders
- Members of orders which follow the listed deities are not eligible to become citizens of Cyrene: Shaitan, Apollyon, Indrani, Twilight, Eris, and Thoth, Makali, Keresis
- Lady Artemis is under review by the Senate and not currently allowable.
- Members of orders that follow the listed deities are eligible to become citizens of Cyrene by petition: Pandora, Aegis and Hermes(4146)
Houses
- Members of houses which are patroned by the listed deities are not eligible to become citizens of Cyrene: Shaitan, Apollyon, Indrani, Twilight, Eris and Thoth, Makali, Keresis. Lady Artemis is under review by the Senate and not currently allowable.
- Members of houses that are patroned by the listed deities must petition the Senate to become citizens: Pandora, Aegis. Hermes
Dawnstriders are required by their house to reside in Shallam as Apprentices (Hatchling/Morningchild) and also as Secretaries and HL Other Dawnstriders can become citizens of Cyrene and need no special approval from their house.
- Druids are not allowed by their house to be members of any city.
- Oakstone bans their membership from citizenship outside Eleusis, and our Twelve Tables supports this due to potential conflicted interests, priorities and loyalties.
- We do not allow Citizens to belong to Houses residing in Mhaldor, Ashtan, and Hashan.
- Guardian apprentices are required to be Shallamese or citiless. Full members require the approval from their HL.
- Empyreals who petition for citizenship must be off of probation within their house and have permission from their HL to join Cyrene. Please ensure that this is the case before incitizening.
- CIJ: Duckies, Penguins, and all others are free to join Cyrene or any other city.
Non-Housed Classes
- Apostate class - not allowed
- Infernal class - not allowed
- Occultist class - Petition only, voted on by Senate. Age 30 minimum
- Runewarden class - Allowed
- Magi class - Allowed
- Bard class - Allowed
- Druid class - Allowed
- Jester class - Allowed
- Monk class - Allowed
- Paladin class - Allowed
- Priest class - Allowed
- Sentinel class - Allowed
- Serpent class - Allowed
- Shaman class - Petition only, to be voted on by the Senate. Those under 25 application only, over 25 application and two letters of recommendation.
- Sylvan class - Allowed
NOTE FOR OCCULTISTS: Membership in Rogue Summoners Clan is not allowed for Cyrenian Occultists. In general, occultism is not congruent with life as a Cyrenian. HELP CYRENE and HELP CLASS OCCULTIST are resources in beginning to understand the theoretical underpinnings for this. On a more practical level, Occultists are not allowed to join the houses of Cyrene, are not allowed to join houses that accept devotion-users due to their inherent opposition and the priests and priestesses of Cyrene are not allowed to use their skills to assist Occultists without threat to those very skills. CITIZENSHIP AND CURRENT CITIZENS
Current Cyrenians who chose to join a house other than a Cyrene house are advised of the need to petition to retain their citizenship, in order to ensure compatibility between personal, house and city values as well as to address complications created by conflicted loyalties in advance of any potential problems.

CRITERIA FOR FORMAL SENATE VOTES
It is difficult or perhaps impossible to create definitive and all-encompassing criteria for determinations as to clearance for citizenship or referral for senate vote. However, the following general guidelines may be helpful in rendering such decisions. Professional judgment may necessitate discretion. If in doubt, the more conservative route is recommended.
Approval for Citizenship Without a Vote Likely if These Conditions are Met:
- Lack of controversial background or affiliations, past or present
- Clear endorsement of our values (neutral-good, respect)
- Lack of potentially problematic divided loyalties
Criteria Which Likely Necessitate a Formal Senate Ruling -
- A personal history, which includes affiliation with cities, houses or orders, which are antithetical to our ways.
- Current membership in Orders/Houses, which already stipulate petition/senate approval. (Pandora, Aegis)
- A personal history of behavior patterns which are considered controversial or potentially "Non-Cyrenian", including but not limited to, theft, disrespect, harassment, divisiveness, dishonour, murder without cause, deceptiveness, crusading or behaviors leading to enemy status to Cyrene or other cities, and divine punishment.
- Issues related to divided loyalties or the lack of a clear endorsement of our values, including respect and neutral-goodness.
- Rogues of controversial classes. See Non-Housed class section.
- Current citizens who wish to join a house, which is affiliated with another city.
CYRENE OATH OF CITIZENSHIP
- I, (state name), being of solid mind, will, and body, while acting under my own desires and no influences of anyone else, do hereby swear the following oath to Cyrene and Her citizens.
- I swear to both follow and uphold The Twelve Tables of Cyrene to my utmost ability. Ignorance of these laws is not acceptable.
- I swear to adhere to the Code of Conduct and the principles that Cyrene establishes.
- I swear to never hold membership in any Order, House, Clan or any other organisation which may hold ideals opposed to those of Cyrene.
- I swear to never knowingly bring harm to the City of Cyrene.
- I swear to never compromise the sanctity of Cyrene by giving information to those I should not, or by bringing conflict to the streets of Cyrene.
- I acknowledge the leadership of Cyrene, and swear to abide by their decisions at any time, within city limits, or without.
- Understanding all this, I do swear my life, my loyalties and my faith to the city of Cyrene, and renounce all allegiances to any other City-State, and/or The Council of Oakstone.
Outline for Application Letter for Citizenship
(for those over 25 or of contraversial background or affiliation)
Each letter should address the following questions, and provide additional information as relevant to your unique situation.
A. Please provide an overview of your history, including all prior guilds, houses, cities and Orders you have been affiliated with. What were the complete circumstances that led you to leave these organizations and on what terms did you leave them?
B. Why do you wish to join Cyrene?
C. Are you currently - or have you ever been - enemied to Cyrene or elsewhere? What were the circumstances of that and what is the current status?
D. Have you ever engaged in behavior that be considered controversial by Cyrene's standards or which might lead to objections on behalf of the city, such as theft, participating in raids against our city, extensive PK without cause, being the recipient of divine punishment or assaulting one of our citizens?
E. Have you read the 12 Tables? Do you agree with what you have found there and find it worthy of defending?
F. Cyrene is a neutral-good city, inside our gates and without. This is not simply a range to fall into, but a comprehensive and unique alignment unto itself. We neither tolerate nor welcome evil, dark or chaotic deeds within our city. Unlike neutral cities, Cyrene does not adopt an 'anything goes' mentality nor do we seek 'balance' between good and evil. We are not amoral and believe in doing right because it is the right thing to do. Though we choose peace over war when possible, we are fierce in defending our own way of life. How do you see yourself fitting into this alignment? Would you agree with this philosophy and the policies derived from such principles and values?
G. Respect is a core value for Cyrene, and along with that, tolerance - not only in terms of how citizens treat each other, but also in terms of how we represent the city in the larger realms. We tend to adopt a 'live and let live' philosophy, so far as no threats exist that are directed towards us. Can you think of any instances where you would find this value difficult to follow and how would you handle it?
H. If you are a current member of a non-Cyrenian house and plan to retain membership to that organization, please note that due to the primacy with which we place shared values, loyalties and interests, we do not allow Citizens to belong to houses residing in Mhaldor, Ashtan, and Hashan. Otherwise, please answer the following additional questions:
- What house do you belong to and how do you see the values of your house in relation to that of this city? For example, in what ways do you see your chosen organization's values as compatible with the city? In what ways do you see the values clashing potentially with Cyrene?
- If your house asked you to take action that would not be compatible with the values, stance or interests of Cyrene or Her citizens, how would you resolve that situation?
- Why do you seek citizenship in a city outside of your house's home? What are your opinions of that city?
- Cyrene tends to stay out of world conflicts that do not directly involve a threat to us. If your organization or its home city went to war with another organization in Sapience, and it was deemed against Cyrene's interests for Cyrenians to become embroiled in this conflict, how would you handle that situation?

J. If you are of the Shaman class, describe how you reconcile the fact that your skills are drawn from the darker side of mysticism with Cyrene's identity and ethose? (If this question is unclear to you, please read HELP CYRENE, The Twelve Tables and HELP CLASS SHAMAN and seek out the Ambassador or Senate as needed for clarification)
K. Is there anything else that you believe the Ambassador and Senate should know in responding to your petition?
Once your application is complete, please mail it to Cyrene's Ambassador (See HELP CYRENE). Upon receipt, it will be reviewed and forwarded to the Senate if indicated. Verbal interviews with the Ambassador or a Senator can also be arranged if an application proves problematic for some reason.

Policies for the subdivision of Cyrene
Buying Land:
- Each person is limited to buying 1 plot of land per year unless otherwise arranged with the current Minister of Development.
- To buy land first look at PLOTS while in the subdivision to access a list of the plots available.
- If you have SURVEY, you may then use that to find the coordinates of the plot you are interested in.
- Next, go to the plot of your choice, have your gold out and use PLOT BUY.
Buying Estates:
- Estates may be bought by citizens only through special arrangement with the Minister of Development. Citizens please read CHELP MOD for more information.
Selling Your Plot: You may sell your plot under the following conditions:
- You may not sell a plot to city enemies.
- Where possible, you should contact the Minister of Development with the name of the person who you are selling to as well as the location of the plot. (Use survey and quote the coordinates.)
Modifying:
- NO CUSTOM MODIFICATIONS WILL BE DONE, so don't even ask.
- If the MoD decides that some land needs modifying to improve the look of the subdivision then he/she will make every effort to contact the owner of the land (if it's owned) and discuss the changes.
Locking Up Your Doors and Protecting Your Home:
- You can lock up all your doors away from the public by using the system known as Permissions. Read HELP PERMS to learn more about door permissions and locking.
- Be sure to have two key sigils, one inside and one outside- they close and lock the door automatically behind you as you leave/enter. Make sure they are flame sigiled, particularly the one outdoors. Key sigils decay, so please remember to check and replace them regularly.
- Other good tools for protecting your home that you should check into are monolith sigils and eye sigils, for each room of your home.
Totems:
- For your safety and defense, you may set contracts with the Runewardens to place a totem within your home to attack any enemies or thieves that try to sneak in your house. However if you buy a totem for your 'lawn front,' it MUST be tuned against/for Cyrene's enemies/allies. Having your in-home totems set in the same fashion is something to consider, as the city enemies list will encompass more than your own personal enemies list. Only totems inside the home can be set against personal enemies.
Traps:
- For your safety, traps may be set ONLY inside your home. You are allowed to set traps inside your home as you like, as long as you take every precaution to ensure that innocents are not harmed. When using traps in your home, remember to reset your enemies list appropriately following arena events.
Wormholes:
- No wormholes may be made in the subdivision or your home without the permission of the Minister of Security (of Cyrene)'s and/or a senator/Imperiate's approval. Wormholes can be serious breaches in Cyrene security.
Theft and Shopowners
No shop in Cyrene will carry stolen goods, whether stolen here or elsewhere. No shopowner or manager will steal from anyone, anywhere in Sapience, whether the results are sold in Cyrene or not. Both risk permanent confiscation of the shop in question as well as possible enemying.
As well, former thieves who have given up any behaviour not condoned by the Twelve Tables for at least thirty years may apply to own a shop in Cyrene if one is available.
All shopowners and managers are informed that the City of Cyrene can and will revoke their rights to their shop at any time if any situation presents itself that is deemed necessary to take it away and make the deal void.
