The Talisman of Binding invests the power to lay a powerful movement-restriction effect, preventing most forms of magical transport out of the room that is enacted in, such as via Tarot or Eagle's Wings. The artefact's magic is finite, with every ten seconds of effect costing five percent of its charge until depletion. The charge level may be checked at anytime by probing it.
